Cagney and Lacey investigate a series of fire-bombings in the garment district, and the trucking company that they suspect is behind them. Meanwhile, Harvey Lacey switches occupations and becomes a tax-shelter salesman.

Cagney and Lacey investigate a larceny case after a stray bullet offers a new development in 32,000 petty theft cases. A singular credit department employee appears to be behind it all. Meanwhile, Dory McKenna proposes to Cagney.

Cagney is requested by Capt. Hennessey to partner with him in the investigation of the murder of a foreign diplomat while Lacey is on desk duty. Everything becomes complicated when Cagney becomes a victim of a sexual harassment by Capt. Hennessey.

While Lacey recovers from her surgery, she realizes that there may be more to life and wonders if she should retire from the police force. Meanwhile, Cagney is upset when her yellow Corvette is stolen with a piece of graffiti as the clue.

Cagney and Lacey go up against master jewel thief Albert Grand once again when he suddenly resurfaces. Cagney is determined not to let him slip through her fingers this time.

Cagney's character and professionalism comes under attack as her sexual harassment charges against Capt. Hennessey go to trial. She decides to stand on her own feet as she ignores advice and threats. Meanwhile, Lacey investigates a fraud case.

Cagney and Lacey are tasked with investigating the disappearance of a high-school kid. They uncover that he was accidentally sent to a violent prison for shoplifting. While there, he was attacked and raped, resulting in a lawsuit from his parents.

When Cagney and Lacey investigate the brutal murder of a nun, they discover that the nun was the goddaughter of a local mobster. The mobster offers to conduct the investigation within his organization. Meanwhile, Cagney gets promoted to Sergeant.
