A secret envoy led by Major Tom Blake (Donald Woods) is dispatched to Tripoli to stop a local ruler's hijacking of U.S. merchant ships. Blake discovers the ruler has a mole providing confidential information about ships in the region and must befriend locals to bring down the crooked leader.
