Cagney & Lacey are back & must balance their personal feelings on the homeless with the needs of their latest case. Cagney finds a homeless man who spent most of his time harassing the residents of an upscale apartment building murdered. Cagney & the police believe the murderer is another homeless man but, Lacey sees the case differently & takes the case personally.
